I think they mean the owners of the business simply have to do whatever the workers [read: union] wants, if they don't mean outright ownership of companies by the union, enforced by law.
It usually, and historically, means state or union/worker ownership. All kidding an joking aside, that's one of goals of straight-up old-fashioned Red Communism. So, yeah, I'm glad they finally came out of the closest.
