This is an incredible photo from Perth, it's possible that the photo has been touched up, but it's also quite likely it is real. On Australia day (January 26th) Perth did have lightning storms and there would have been fireworks going off. Comet McNaught is even visible in the background! (the filename inaccurately says New Years even though it is recorded the photo was taken on the 26th)
