Well, it could be some of those women didn't know there were transparent stairs/floors where they were going and didn't know it was an issue. I know I don't call around to public places asking if they have transparent floors if I want to wear a skirt. It's not exactly common.
Yes...but transparent floors are not something one would think of when going..anywhere. If she wore a skirt to an amusement park and was upset people looked up her dress on the Round Up, it would certainly be her fault for being an idiot. But this is beyond common sense and reasonable assumption. Most people can expect to go to a car park and wear a skirt without believing anyone can easily look up it. Now any woman who knows about the floors and wears a skirt has no room to complain, IMO. She obviously wants to give a peep show.
So I imagine you'd automatically go all the way home, change, then drive all the way back without being the teensiest bit annoyed.
I wouldn't leave the house in a skirt without accepting the chance that someone might see my underwear. Wouldn't wear a skirt anyway, because they don't have enough pockets and get caught on things too easily. Similar to my philosophy on shoes. Never wear anything you wouldn't want to run for your life in.
