I mean, you don't cast George Takai as a side character but apart from that, you wouldn't have thought that particular guy would be a well-fleshed out important part of the story. There are several.
They really went for a huge scope on this. Mizu's part of the story is not the whole story going on. akemi's and taigen's plot are just as important to the story so far. It goes back to the theme that each person has their own set of paths available to follow, and the effects of these paths play a huge role in this world's Japanese cities. Mizu is not shaping history because she is so strong that she can blow away the armies of the world. She is having her own war within a war, as are all the other characters. The environment is a character of it's own.
