Like maybe he didn't order it, but that's one hell of a fuck-up to be accidental. And it was up for nearly 24 hours, not a few minutes.
It does sound fishy. However, there's an old saying that we shouldn't attribute to malice what is more likely due to incompetence. Yeah, we're talking big time incompetence, but the larger any organization, public or private, the chance of incompetence grows and so does the magnitude. I would be willing to bet a few quatloos that it was an underling, whether a nepotism appointment or a "merit" appointment who fucked up, but I have grave doubts that we'll ever know for sure.
