Absolutley no chance you are correct there. With the resources available to Celtic and Rangers and the cartel they operate in terms of voting structure, prize and tv money. It is certainly much harder for any team outwith the OF to break into those top 2 spots than in is for a good, well backed EPL team to finish 4th in the EPL. Not that I don't recognise that 4th is a good achievement for spurs. A suitable comparison to a non OF team finishing in the top two (in a regular year) would be if you actually won the EPL.
The situation in England is much better and more fair than it is in Scotland. Scotland was blighted by the Old Firm cartel, the legions of morons who follow them, and the press who realised that serving the OF agenda would line their pockets. Prize money in the SPL was engineered to give the majority to the teams who finished in the top 2 spots year on year. There is a bigger difference in prize money between 2nd and 3rd than there is 3rd and 12th! This was compounded by an idiotic voting structure which required an 11-1 majority to make any changes. Hence, the OF could maintain control. None of it is even required, given the size and support of those teams mean they will always posess a significant advantage over everyone else in terms of revenue and resources. The EPL works in a much more professional manner, staggering prize money from 1st to last in equal blocks. As for revenue sharing. The home team keeps all gate reciepts for league games. Cup games are treated as a 60%-40% split for the home team. I have read bits about the US gridiron model of revenue sharing, gate reciepts, tv money, salary caps etc. which is very interesting, but I doubt it would be accepted over here.
You didn't finish in the top two, you finished third. Ranger may have gone down, but they still had enough points for second spot. As for cartels, what do you think the multibillion pound Chelsea and Man City, and the biggest club in the world (global brand Man U), are? This is also the system adopted by the MLS (Major League Soccer) when it was founded in the 90s. It has some benefits in that there is a relatively equal playing field, and since we are a young league it helps build up the sport as a whole. However as a fan of the best supported club in the nation (39k average attendance this year, 43k for league matches [MLS average this season was 19k to put in perspective]) and while the numbers aren't publicly available what is believed to be one of the most profitable, it gets frustrating. The low salary cap combined with automatic year over year raises (as required by the Collective Bargaining Agreement) means that no matter what you HAVE to change your team up year to year. Not to mention it makes your players very susceptible to being snatched up by European clubs. The only exception to the salary cap rule is the Designated Player rule where teams can have up to 3 players who only count as $350k towards the cap, the club pays the rest of their salary. This is how LA can have Becks, Landycakes and Keane on their squad and NY Henry Thierry.
