Most likely, you've just never knew about it. It's usually a small bit in the bottom corner of any page except the front page of the local newspaper. But, yes, everywhere in the US, every local taxing body has elections that the public can attend and vote. This is how property taxes work. People want to bitch at the assessor without any knowledge of how lack of action on your part results in higher taxes. It's just easier to blame the assessor.

I suspect given the ceremonial garb being worn in such an inappropriately appropriative manner, the claims to a partial native heritage are... I don't wanna say tenuous, but likely not very direct nor participatory. Like in the "my great great great great gramma wuz an injun princess" sorta way. I mean, I can total up about 1/6 of my heritage being a combination of cultures, but I've got absolutely ZERO lived experience (i.e. residential schools or rez living), and am pretty white passing. Therefore, no real claim to the culture or it's symbols, especially the sacred ones.
