Don't know about Thatcher compared to other British Prime Ministers but President Reagan would be a major improvement over any president America has had since.

At least he knew more than Eddie Munster does about Social Security:

Biden is dangling it but ultimately won't go, he just wants to exercise some power in who does
Warren might, I think she wants it but won't go unless she feels like she has the best odds by a fair margin
Sanders might but i really hope that he finds a younger person he can anoint as the prophet to wear the Bernie mantle
That might well be Gillenbrand who is absolutely running and seems to be tacking in that direction
Booker is almost certainly running but has cast some highly "establishment" votes that have alienated the leftists. Running to the middle?

Other Dem Senators who either are signaling interest or would be appealing candidates in one way or another:
Kamala Harris - has Booker's baggage, seems to be angling left where he's not
Chris Murphy - deliberately keeping a high profile, particularly on hot button issues like CHIP, Guns, and Puerto Rico
Martin Heinrich - not a coastal guy, incredibly photogenic...but low profile how is he on charisma?
Sherrod Brown - probably the most politically Bernie-esque, has to win re-election first, has not indicated the ambition
Tim Kaine - has Clinton smell on him now, probably will hurt him in any primary
Maria Cantwell - probably would not risk being third highest profile female in the race
Tammy Baldwin - probably an appeal to being first openly LGB/T person to run
(side note, 19 Senators are now or will be when their seat s up for election again, at least 75, need to age limit these fuckers)

Dem Governors who are signaling or would have appeal:
Steve Bullock - if you are not sold out to nominating a "true left" nominee, it's hard to beat this guy for "peel off votes in the middle"
I've not heard that he is signaling running but a Dem that can get elected in Montana, is young (51), photogenic, widely popular ...?
John Hickenlooper - people talk about him a lot but, honestly, the name alone probably beats him
Andrew Cuomo - seems to be leading out on the "not putting up with Trump's bullshit" wing of the party
Terry McAullife - would certainly be painted as Clinton sock-puppet. Probably knows that's electoral death, but if the Clintons did want to pick-and-push someone, it's probably him.

Then there are some non-politicians, Mark Cuban might try for example. Tom Steyer? Prob some others I'm not thinking of

Also, if Gavin Newsom wins the CA governor race he'll have a go at some point, though 2020 would be real ambitious.

    My guess?
Gillenbrand, Booker, Bullock (after being heavily recruited) Cuomo, Murphy, and Harris are in, plus at least one outsider.
Sanders, Warren, and Biden can't be predicted, though all are too old (both realistically and politically)
Plus 2-3 surprise/fringey candidates. Most likely of which would be Baldwin (for the "first" aspect I mentioned)

Most talked about, wised for candidate who won't run? Michelle Obama who's got decades to go as the Dem equivilant of Condi Rice.

Sherrod Brown would make a nice running mate for Warren.

The article gives a good rundown of Kamala Harris's career. But it doesn't present her as some flip flopper with no principles.

Just extremely calculating who runs on one thing, does the exact opposite, then suddenly announces she is back to her first position when election time rolls around again.

Yes, most people call that flip flopping.
