I have found myself in need of DVD authoring software. Something that can:

    - Burn a DVD that's playable by a DVD player
    - Allow me to create a title screen with menu buttons
    - Insert chapter markers
    - Ideally, compress an MP4 to exactly the right size for a DVD, but if I have to futz around with Premiere to make a file that's a little under 4.7 GB, I can.

It can be for Mac or Windows, and paid is OK (although I don't want to pay more than a few hundred bucks).

Anybody have any ideas? Google has been no help, since it's full of companies promoting their own stuff. I really need a recommendation from somebody who's used something decent.

Not entirely certain, but I think that Windows has a built in DVD burner.

Yes, but your PC has to have a DVD burner optical drive.

Then it's up to the player if it can handle MP4s (just copy the file). Most do.

Something like handbrake would be necessary if you want to transcode the MP4 in some other format depending on the player (or make it just like a DVD movie you bought).

Handbrake is free and well behaved.

Not sure exactly what your needs are or how flashy it needs to be, but DVDFlick has worked for me in the past. It's free. It also hasn't really been updated in awhile but I can confirm it works on Win 10, usually.

Worth a shot at any rate. Worst case scenario you get a new coaster.
