I think he is talking about people from English speaking Africa... S. Africa, Nigeria, Zimbabwe, and Kenya (am I leaving someone out?). Most other former British colonies have a fair amount of representation, even 3rd world ones like Pakistan, India, and Australia.
I know...and most of the average citizens down there can't afford a computer or the fees charges at cybercafes. Cybercafes that are usually full of criminal scumbags and organized scam nests...particularly in Nigeria. Unfortunately, a high percentage of internet dwelling Africans are unsavory bastards ruining the reputation of their homeland. Not all of course, there are some legitimate folks with money down there, but the odds of running into one on a BBS is unfortunately remote it seems. It's too bad, because I am sure they would have some fascinating things to share and a unique perspective.
