On top of that the police recommended 106 people people charged with various crimes. It's the DA that only charged four people. So why are you blaming the cops? Clearly the cops were willing to charge 106 different people with various crimes.

About US cops: every city (assuming by saying "shitty cops" they don't mean State Police patrolling freeways) has their own problems & agendas & budget, etc. Some cities have bad management and their cops get away with bad behavior. Some cities don't pay cops well, and they end up with "bottom of the barrel" cops. In my county there isn't much violent, severe crime but the cops are paid well. The relatively new jail was expensive to build. Tax payers don't want to see cops paid to do nothing and an empty jail so do the math: they will arrest & lock up everyone they can. Once arrested you are "in the system" of hiring lawyers, probation, etc.etc. On the other side of the tracks in Augusta they have much higher levels of violent crime (and cops are paid less which is just to me) so they don't have the time or motivation to arrest & jail everyone. They tend to access the situation and if it's not a big deal they handle it at the lowest level, as it should be if you really want to "protect and serve" versus justify your high pay with arrest numbers. That said neither county puts up with corruption, brutality, etc. from its cops! They will kick them to the curb in a New York minute which I strongly support.
Building a nice jail in a small town in my state can be a very lucrative money making venture for the local government. To reduce crowding in the state prisons, the state government is allowed to "assign" prisoners serving their sentences to county jails if those jails have sufficient room available. But the state then has to pay the county so many thousands of dollars annually for each inmate sent there. Thus the county and city has a powerful incentive not to lock up a bunch of locals and instead save their prisoner space for the "paying customers".
Pretty smart really on their part. Where I work one of the guy's sons has been transferred to different state prisons around Georgia while serving his 5+ year sentence. This is after serving about a year in the county lockup (so much for a speedy trial) during his pre-trial confinement. This is not that unusual though because when you are awaiting trial additional charges can be added, more witnesses come forward, lab results (which can take a long time, there's a huge backlog in Georgia) to return, etc.etc.to complicate matters. The county makes out like a bandit because generally short term suspects are the troublemakers - so keeping a healthy compliant non-violent suspect for a year is easy work for the jail. My county lockup is not a chaotic gang infested shit-hole compared to some counties, so it's not the worst place to do your time.
Correction. Jury duty is a civic duty and killing people you don't like is 14th chicken shit doctors civic duty. So what are you waiting for? During my flailing about trying to find a new career about 15 years ago I considered both police officer (North Little Rock) and fireman (Texarkana). I took the written tests for both and tested out very well. But I never took the physical tests. Because I personally didn't think I would pass particular ones. In the case of police officer you have to get over a six foot high chain link fence within so many seconds (4 IIRC). One of the fireman tests was to climb without hesitation to the top of a 100 foot ladder, attach your safety line to the top and then with your feet on the third from the top rung, let yourself "fall" backward allowing only your safety line to prevent you from falling.
The cop test with climbing the chain link fence I could pass right this minute. I'm no athlete but it's all about the pound-for-pound (the strength-to-weight ratio) when it comes to lifting your body or anything involving your own body weight. As for the firefighter test it might be a little scary but think about it this way: at that height if you do fuck up you die. If it were a 30 foot ladder and the fuck up you might be crippled. I'd rather be dead than crippled - that's why being in a combat zone was not as scary as when I worked construction. 100 feet up a ladder it's "all or nothing" baby! Seriously the physical test for cops in Richmond County (couldn't find standards for Columbia County) is a joke to anyone who ever served in the military. To get a maximum score for age 20 you need to do 35 push-ups in a minute, 41 sit-ups, run a mile under 8-1/2 minutes, bench press (one rep max) 95 percent of your body weight, and I think a 100 (used to be 300) meter run but I'm not sure about the time allowed. For old guys like myself the standards are of course lower. Thus the minimum standards for all age categories is And body-fat standards are apparently for both counties. Not saying cops should all be lean, mean fighting machines (lest they seem too "militarized") but damn if you are 35 years old and sporting a chub-and-tuck look that's pretty fucking lame to be honest. Granted more body mass does absorb ballistic energy better, so they might take less damage in a gun fight so there is that!
The key thing about the firefighter on the ladder test was not really "physical" in the sense of physical abilities but it was (expressly) to check for fear of heights. It was specified that you had to climb, clip on your safety belt, and then lean back WITHOUT hesitation.

while the person who took the gun away from the bad guy may not have known this (or knew but didn't have time to react properly) once the cops show up EVERYBODY should lay face down on the floor with their hands where cops can see them, because the cops don't know the good guys from the bad guys. At a minimum on your knees with your hands behind your head is okay too. But don't be on your feet holding a gun - the cops can't read your mind.
In all fairness, in all the modern Transformers movies its difficult to tell the autobots and decepticons apart anyway.
You're being generous. Plots, characters, sets, are all pretty indistinguishable from one another in those movies.
