In 2003 the Foreign Affairs Select Committee asked Liz to revoke the honors, because he is a thief and murderer that has single handledly destroyed the breadbasket of Africa, and she didn't. So Queen Elizabeth II, fuck you.

And I'm quite certain if she called the appropriate minister and said "I really, really want to revoke his honorary title, so you go right ahead and get the paperwork to me ASAP" it would have been. I'd say wrecking an entire country qualifies as an infamous crime.

Indeed, but why bother? It's a meaningless title that does nothing for Mugabe so long as he has it, but it'd be a huge PR boost for him if it was taken away. His followers would have a field day painting themselves as hated enemies of the old colonial opressors.
