This would have made the most sense in the very beginning. Isolate those with the disease, somewhere in the desert maybe and give them all the things that they might want but keep them from spreading the disease. It would have been best for the common good, as it would with any deadly disease. People cannot be relied upon to do the right things to keep from spreading a disease as history has proven time and again. This might have saved lots of lives had it been done early. The problem was that you had a bunch of liberals that would have bitched about individual rights of AIDS people on one side and on the other was the people saying "fuck it let the fagots die" and the right thing to do was overlooked at the cost to the average persons health threat.

What does "isolating the carriers of a plague" mean to you? A free trip to Hawaii with bon bons and ice cream perhaps? IOW, opposing public funding. Yes, the PC about-face. Is it more genuine than Romney's about-face on abortion and gays?
I'd be more interested in what you imagine he would've done had he been elected Senator. Not quite the same thing as saying no public funding. In both cases he was running for election. Why do you give more weight to his previous statement?
In his Senate run, the most urban, liberal, and cosmopolitan electorate he had to deal with was Little Rock.
No, the peak of the AIDS "freakout" was in the early to mid-1980s when most people thought they could catch it from toilet seats and being breathed on, and there was no solid evidence to the contrary. Of course, in 1992 there were still people choosing to continue believing that.
Huckabee has no chance in hell. IMHO. The man is a tax raiser and a spender like Bush. At least Bush stayed away from raising taxes. Throw in his "Willie Horton" (which he was spinning like crazy on Hannity's show ) and now AIDS camps and the man is a ripe target for being torn apart.
Hannity's support is the Kiss of Death, which is why Ron Paul actually has a chance, since Hannity hates his guts.
He's right that AIDS receives too much federal money for research, both in absolute terms (I don't see "provide for medical research" in Article I section 8) and relative to more deadly problems (at least the ones that aren't one's own fault). But it is a civil liberties issue; not a public health one. HIV is behaviorally spread. Hence, no quarantine.
There's a lot in this thread that needs answering, but I don't wish to be mistaken for a Huckabee supporter which I am most assuredly not. Since I don't give a carp about any of the GOP candidates as opposed to each other - they are all considerably flawed IMO with the possible exception of the one who has the least chance, so I'll let others sort it out.
