You seem to be mixing up two entirely different things. It's quite possible that Rogans contract with Spotify spells out that they have no creative control over the content of his show. However that doesn't mean the contract guarantees that they have to provide him a platform for his show no matter what. All that said I don't think Spotify would kick him off unless things got a lot worse in terms of artist withdrawals than they currently are, no matter what they will do they would get a backlash and right now removing Rogans show would probably cause more of his fans to cancel their accounts.

Back in the day, Phil Donahue would have skinheads, and Klanners, and every other goddamned thing on his show, but he wouldn't let them spew their shit unquestioned, he'd let the audience have a go at them, and then he'd have callers. He didn't sit there like a slug like Rogan and go "oh, yeah, that's really interesting, that's a good point". If Rogan were just a comedy show, fine, but he tries pretends to be Donahue, and he ain't Donahue. If Donahue still had a show, he'd have the alt-med/anti-vax people on, but he'd have real doctors on to counter their bullshit. It depends. Taylor Swift only owns some of the rights to her music, that’s why she re-recorded her first few albums so that she’d have the rights to those recordings. I’d be willing to bet that a lot of the younger artists don’t have very many rights, if any. The music industry is a pretty shitty industry at times.

They might not have control of their earliest recordings. Generally, you have to give that shit up in order to get your first record contract. If you’re lucky, you buy them at a later point in your career.

I don't necessarily blame Rogan for anyone's death, although I'm sure some do. The greater point seems to be that we put people upon pedestals and trust them, when they don't know who we are, nor do they care. The relationship is one way--our trust, our appreciation, our love all go to the icon, and the icon has no responsibility--or even capacity, if loved by thousands or millions--to reciprocate.
