That depends. Do you consider criticizing Chavez to be a "wrong" that needs to be righted, and suppressing critics to be "for the good of the people"? Because it seems pretty clear that that's what he's talking about.

The CIA tried and failed. Chavez was reinstituted due to massive support from the Venezuelan public. No doubt they are continuing to subvert and interfere with the government of Venezuela, through terrorism and other means.
The CIA has been funding terrorism for years, particularly in Latin America. Just when they do it, they call it "democracy promotion" and other nice things like that. In the doctrinal system that has been adopted by the mass media and others, terrorism is something that the US by definition does not do and democracy is something they are always promoting, regardless of the facts on the ground.

No, I'm not sure you can draw an exact parallel, especially since they'd also be so heavily be influenced by US culture, but there are elements of that, and that's why they're electing governments who resist the influence of the US. EDIT: It'd also be worth having a read about Operation Condor.
