    Sorry, if it's 120 during the day (very rare in Maricopa county but 115 wouldn't be) it's summer and it won't be 40 at night in the same location. Granted in the mountains it might be 40 at night even in the summer, but unless the jail facility is mobile (it is not) that's not an issue. Survey says a jail is jail no matter what building materials are used. You are aware that many schools use outdoor trailers as classrooms because they run out of room in the original school structure, right?
