yep, with one exception, it depends on the UPPER level winds. Thats why if you look at fall out maps of the US they show the fall out traveling from south west to north east (the predominant pattern) at a shallow angle. For instance the fall out from Tampa will move north east and soak any survivors in Orlando (so they get doubly fucked). Mean while short of a Tsar bomb, I live outside of any of the blast / pressure range targets in west central Florida region and unless the wind starts blowing due north (which for Florida pretty much wont happen) I escape the fall out too.
