Odd error

Was trying to attach a pic in dans pic thread and i got this.

Is this because i have -99999999 rep?

I get that when trying to rate quotes. The quote rating works half the time, and half the time I get that annoying message.

Another weird problem I've been having lately - it's underlining some words in red. Anyone else?
