In a "normal" city, the nice part of town doesn't need 24/7 military protection, lest it be blown to bits.

No I'm saying that 'normal' cities in the US ALSO have a high level of crime, and they seem to function without blowing up.
Judging by how most other contracting has been going in Iraq, this will be blown up a half-dozen times with 200% cost overruns including several billion that is completely unaccounted for before they just give up with the project about 1/3 complete. Either that or everyone will be electrocuted because of the shoddy work of some Haliburton subsidiary.

Ummm.....isn't our goal to teach the Iraqi's to be self sufficient? You know, provide their own security, develope their own country? Are we (America/The West) all about nation/strip mall building?
