Viruses are known to fuse DNA with their host cells spontaneously; the origin of the concerns about bird flu mutating into a human-infectious form. It has long been theorized that the HIV was accidentally created by the 1950 smallpox vaccination program when cowpox from cows with bovine leukemia was cultured on sheep livers infected with the sheep visna virus. The DNA from the two diseases fused into the HIV virus, which still shows similarity to both of the original viruses.
They'd better be careful about mixing human DNA with animals that we consume, or we might wind up with the human variant of mad cow disease.
But that's the whole plan! Once the disease reaches a critical level in the human population, the Zombie horde that feasts on human brains will wither away. Think of it as Zombie vaccine.
