After my room mate stated something similar to the above a while ago, I did some stuff with numbers that isn't allowed in the Red Room. I determined that if one has a taxable income of $30,000, $5 per year goes to welfare fraud. His gross income is about $30,000, so it's less.

As an actual poor person, I don't give a single fuck if I get scammed out of $5 a year. Not-poor people should care even less.
