I'm not sure what episode of either TNG or DS9 has a Ferengi member in Starfleet that you might be referring to. My memory says Nog was indeed the first, and the Internet seems to agree with me. https://memory-alpha.fandom.com/wiki/Nog It's certainly possible that there was a Ferengi officer who participated in some capacity on the Enterprise-D without being an actual member of Starfleet. See, for example, T'Pol being aboard Archer's Enterprise without being a Starfleet grad, or Kurn having been on the Ent-D through an exchange program with the Klingon Defense Force.
I noticed it in this video I was watching the other day. It's at the 26:34 mark and looking at it again it looks like the the episode "Future Imperfect" so it doesn't count. Never mind.
There was a Ferengi bridge officer in Future Imperfect, but they were part of a simulation created to trick Riker and thus never really existed.
Man, it's tragic that Nog never got to serve under Picard onscreen, since Picard fuckin' despised Ferengi, while Nog was this big dreamer (and future Captain!) that abandoned the family business to join Starfleet just like Picard did. It would have been a humbling and educational experience for Picard.
