What does it mean? How did I do it & why was I told I needed to 'spread it around' when I tried to agree w/Tex on a post?

Then I screwed something up, ..under the user cp/options it says.... Reputation Click Tracker In the last 24 hours, you have given reputation to 1 posters. You can give reputation to 29 more Posters today.
It didn't count, it just showed up as a grey rep to me. Ten more posts then you can rep me over and over again. BTW, what does ^5! mean?
Don't worry if someone negs you, it doesn't mean anything on WF. But the feature is useful to leave comments under someone's post, which you can still do if you switch rep off. The only thing that's missing (and on my wishlist) is to make all reps neutral if given by someone who has rep turned off. Right now that only happens if you're in the red. But then, it's easy to get in the red on WF
