S'okay. No one else seems to have a problem with it. You don't even seem sure of what kind of disaster would require mass evacuation.
They ride bicycles because it's possible to do so (and comfortably) in far more extreme temperatures than the narrow range you give.
You have to remember, Dayton isn't exactly a paragon of fitness. He probably would work up a pretty significant sweat after just a few minutes on a bike in 81⁰ temps. And maybe down South, 49⁰ seems mega cold.
I used to ride through the slush in NY. You can do that with coaster brakes. Hand brakes, not so much. In the hot weather, you create your own slipstream, so it keeps you cooler than walking. Then again, Dayton's too delicate to walk because of a little drizzle.
Oh absolutely. I know not everyone can stay cool while riding in those temps unless they go really slow. The breeze is nice while you're riding, but if you take advantage of that to ride faster, you'll end up hotter when you stop. So you have to moderate.
