I think it depends on what their agenda is. I also think it depends on a multitude of other factors. They do have their own biases. Some of them aren’t loyal to this country and probably don’t give a shit about party affiliation as long they get what they want.

It’s good business. A budget subsidy lasts a year. Then you get to lobby all over again for it in the next budget. A tax subsidy on the other hand lasts forever*. Well not forever, until the next tax regime overhaul, but considering the last one was… thirty eight years ago forever is close enough.
