I'm skeptical this will ever happen. It would require a Constitutional Amendment. There is no incentive for a number of smaller states to vote to give themselves less power.

DHS was a theatrical response to 9/11 and yes, should be disestablished. Its defense functions belong in NORTHCOM and its law enforcement stuff should be all FBI. ICE, however, is a valid agency that just needs its rules of engagement tightened down and much better oversight added.
10 years is far too short to rebuild the damage done under Trump. So the more important list would be the ToDo on that. But in terms of consequences, the main thing is prosecuting everyone involved in this criminal administration to the full extent the law allows.

The concept behind DHS was valid. There are far too many federal alphabet agencies in the USA and most of them barely even talk to each other. In fact, I wouldn't even call it friendly rivalries... most law enforcement agencies are outright hostile to one another. Had there been better coordination, it's possible that 9/11 could have been stopped. DHS needs to be more of an intelligence nexus versus an actual investigative and enforcement agency.
