I can see it both ways. Look at the hash Trek made of it with Data and letting him get old. You've got to do something and hopefully, the story will get wrapped up.
^I don't know. If you're behind a mask and you know ahead of time that they're going to dub, that's one thing. But if you're an actor and after you've wrapped they stick somebody else's head on your body in post production - it's a slap in the face.
They would almost certainly have discussed it earlier. I wouldn't be surprised if even if this is true we still see him in the movie, I can imagine scenes with multiple terminators where it is a mixture of Arnie and this guy, to establish there are slight variations in the model line.

I think Schwarzenegger is actually Kickinger's mentor of sorts, so it may be more congenial than one might assume.
