    'Gay Marriage' per se, not yet.

    But R71, Washington's 'Everything but Marriage' Law, passed 53-47 earlier this month. It gives domestic partnerships identical 'rights and obligations' as a regular marriage. Under Washington Law there is now no differenced between the two.

    Doing a substitution like that makes it clearer that it is badly written. Changing the subject to gay marriage while keeping everything else the same makes it seem like it is banning gay marriage still.
