The rolling blackouts were to ensure wind didn’t take down power lines and start more massive fires. Not sure what regulation you’re talking about. It’s actually capitalism - utility companies in fear of liability for starting fires with their poorly maintained lines, resulting in death and property damage. It’s cheaper to turn off the grid to save people than to maintain their lines.
The fact that PG&E got away with not maintaining those lines in the first place definitely doesn't scream "overregulation" to me.
Yes, California over regulated electricity by *checks notes* allowing a private company to periodically shut off its unsafe, outdated equipment to prevent the state from catching on fire, and the old equipment is only still in place because corporate executives wanted to save a buck so they could get a higher bonus payout. So pretty much the opposite of what you said. It's in fact closer to Texas, in that PG&E was not regulated enough.
