I mean, Jim Carrey in his prime was funny and would have probably drawn in a bunch of new viewers. I assume they'd make him do a British accent, which could be awkward and grate after a while, though I think he's talented enough to possibly work it. Apparently he played Scrooge and was not so good at accents though? I've thought Matt Smith was trying to be a poor man's Jim Carrey for a lot of his Doctor.
It all depends upon how you define "American." After all, Fox did a Doctor Who movie. The actor playing the Doctor was British, but it was mostly an American production.
McGann was fine, IMO. Too bad he only got the one shot (to carry the franchise) I could see Woopi as *A* Time Lord...but not the Doctor, and not just because she's American. Just....doesn't click for me

This story came out round about the time Matt Smith left too. Whoopi may be trying to keep it alive, but at the moment the story has less legs than a Dalek.
I think whoopie would make a decent doctor. After all, she does have experience in a phone booth from Jumpin Jack Flash. "I am a little black woman in a big silver box." Plus, it could improve the show. They could have Megan McCain as a Dalek. After all she is like a trash can with blond hair.
Key question: Can she run down corridors and pivot 180-degrees? That maneuver almost killed Matt Smith.
