It is a semi well edited version of an old western show. I remember seeing it somewhere. Modern audio editors can pull a word like trump out from the actual dialog and alter it so it fits in better with the inflection. It is a trick often used in sci fi and anime parody videos. I have seen better, but this is pretty decently done. You could easily make it on a pad or recent computer. It seems to come from the olberman resistance thing so I am sure they have production level equipment and video editing software.
