I've never seen a proposal for a continent wide CDC in Africa. Have you? If you have please post a link. I like to examine ideas other people have.

Unless you can she us where you suggested it to someone who had the authority to do it logic dictates someone else had the idea before you and not because of you. It is not your idea if someone else did it.
