I'd stay right were I am, find a nice well stocked bomb shelter (hey, everyone's evacuating), then plot and find a way to command the hordes of mutates that will soon populate the continent, eventually culminating in my eventual takeover of the entire planet!!!!
And who do you think that will be? I have no illusions, in an event of a continent-wide evac, that a bomb shelter will mean little except a Fantastic Four-movie-doctor-doom-esque semi shielding against the fallout, so I'll keep my mental faculties, but have a ravenous zombie body from which I'll command the undead hordes to my ultimate victory!
What are you, high? Obviously, if your body is mutated enough that it becomes both ravenous and zombified, your brain will slowly become diseased and rotted. Meanwhile, I will be a robotic zombie, and therefore static in my magnificence and power.
I'd turn into Thundarr the Barbarian, and battle evil and supersorcery with my sunsword and martial arts knowledge.
If North America is evacuated for fallout I'd say it is a good bet the a big chunk of this planet is also experiencing fallout.
