I have decided that the Star Wars Holiday Special is vastly superior to the Phantom Menace.

Sure Phantom Menance had a cool lightsaber battle, but the Special had Indiana Jones himself.....and Boba Fett.

Actually, it'd be easier to put together a list of films that weren't better than TPM.

Manos: The Hands of Fate is about the only one I can think of offhand, though.
