Well, in theory a person tossing a bomb could be aiming to be nothing more than a vandal who causes property damage. In practice, that's not very likely, and the reason some chooses to smash a window with a bomb rather than a rock is because even a very small bomb will scare people more, whether or not it should scare them more.
