Of course there's a few problems: For one, I don't think that one can plan 30 years ahead in Afghanistan before the last remains of the Taliban are removed. Such a project would make them really mad. Secondly, those planned cities don't really work. Be it a new quartier (like we have here) or a whole city, these things are always lifeless monsters. In small scale, there are numerous social problems. Big structures of that kind don't seem to have the 'spark' grown cities have. But good luck to them. I really wish that country the best.
Part of any plan to change Afghanistan is risk-taking. The common folk there need to see tangible results even in the midst of their fight for freedom. Even if this fails, it won't necessarily be a sign of a larger failure.
Development of any kind is a good sign. If someone's willing to invest money, they must be optimistic about the future.
