Why Does the Voting Rights Act Not Protect Everyone?

The jist of section five of the voting rights act is that the government can't change voting requirements if it will affect minorities. Why is this language necessary any more? Why not protect, oh, I don't know... everyone?

I would agree with the proposition that singling out only certain areas of the nation to have their every sneeze reviewed by the justice department is no longer justified.
