I'm a little unclear why the Guardian says he "will not return to Congress in November." Do they think Congress has recessed for the year and that seats change hands immediately? Near as I can tell, they'll be in session next month at a minimum, probably for some time in the fall as well, and if there's a lame-duck session after the November election, he'll be in office for that as well.
