Perpetual inbreeding does have negative consequences but sibling offspring aren't necessarily going to be deformed or mutated in some way. Incest is by and large a societal taboo. One that I agree with. I think it's better that one not hook up with their parents, siblings or any other close relative in general. As a society we should frown on such behavior. That said, the law has no business regulating the sexual encounters between consenting adults. Besides the list of folks who actually want to throw a hump into their sister has got to be pretty darn short.

Indeed. Presuming we don't have multiple generations of inbreeding, sibling offspring are no more likely to be deformed than the children of a woman in her late 30s. Last I remember, we didn't legally forbid sex for women between age 35 and menopause.
