    I'd pretty much have to see the usage to decide. It's one thing to use it as a joke, and to be fair in this case it seems to be used in the same manner that the natives up here used it when they formed the Prairie Niggers of America to basically troll all the racists up here. But if it's used in a derogatory manner, and I have seen it used that way by black people against other black people, then yes, I'd still see it as racist, in the same vein as using the term "oreo".
