To the extent that the label "serial killer" is to offer clarification of the motives and mindset of the criminal so labeled, I'd think it should be about whether or not killing is an integral part of a pattern of violent crime. There's a difference between someone who violently rapes women and doesn't care if they live or die and someone who violently rapes women then deliberately kills them. It's not a difference that matters in terms of criminal culpability or sentencing, but it does matter if you're trying to understand and categorize a criminal. There's not enough information in the original article to decide whether this guy is a violent serial rapist who's indifferent to his victim's lives or whether he's a violent serial rapist who escalated his violence to the point where murder became an integral part of his act. More broadly, lots of people are recklessly indifferent to human life, resulting in multiple deaths, while being people you'd never consider categorizing as serial killers. Consider Jenny McCarthy and her anti-vax crusade, or forensic "experts" who rubber stamp prosecutorial claims in capital cases without performing any reliable independent analysis. Even in the latter case, which independent of any resulting deaths is a serious case of criminal perjury, most people wouldn't invoke the label "serial killer."
