The question is, of course, what the nature of the emergency is. From what the article says, it's a bunch of rats scurrying to protect themselves, but who knows - this could just be sensational journalism. The claims about 250K a year going to anonymous accounts since 1991 are obviously concerning. I can't think of a legitimate reason a small town would have for doing something like that. Finally, they are drawing a lot of attention right now: Currently, their website is down due to bandwidth overages. Shoulda used the cloud, bitches.
Athens, TN has come to Quartzsite, AZ. Sheriff or State Troopahs needs to ride into town and arrest the police chief and city council RFN.
Yeah I saw this last night and if the Mayor is telling a true story I can't see this ending well for the police chief and city council. If the story is true then they are looking at what appears to be some well deserved prison time.

I am fairly confident that the age of the internet works both ways. Any attempt to "overthrow" a local government would be met with extreme prejudice.
In other news: Little hick backwards towns are corrupt and run by the good ol' boys. Having grown up in a little hick backwards jerkwater, I'll say that part of the reason the premise of "The Dukes of Hazzard" worked is that is the way small town politics are.
Ok, I looked the town up on wikipedia. I've seen alot of shitty one horse towns, but this my friends, is truly a shitty one horse town. An abandoned mine in the middle of the desert? The only local hero a camel jockey - literally. 3,000 residents? In a town that small they should just lynch the sheriff and the council. How does the mayor not take control of a 3,000 person town?
