Because people were not prepping for year before 9/11. People scoped out airport security, flight schools, etc. The longer they prep the more dangerous the attack is likely to be.

Let's remember the mood post-9/11. Let's also remember that one of the contributing factors to the success of the attacks was the siloing of data by FBI, CIA, et al. and their inability or unwillingness to communicate with each other, much less with local law enforcement. This is one of those Catch-22 situations where, if law enforcement is overzealous, the public bitches about it, but if on the other hand something or someone falls between the cracks and another attack happens, guess who gets pilloried? There's also the - erroneous - assumption on the part of the public that when a foiled attack makes headlines, it's the only excitement law enforcement's had that week. They couldn't be more wrong.
Absolutely. I used to see this in Memphis all the time. Crime spikes in a particular neighborhood, and it's "Where are the all the police at?" MPD starts sending more cruisers to patrol that neighborhood, and within a week it's, "Why are the police always up in here?" MPD slacks off a little, and it all starts over again.
