Yeah. Another thing is that small town cops, and when I say "small", I mean less than two or three thousand people, are by definition big on community involvement...which is another buzz word I've been hearing a lot lately.

Anecdotal evidence matters. Just to keep things in perspective there are a lot of people right now in Ferguson/Staten Island/Phoenix who could share anecdotal evidence from their experiences with police being prejudiced. Can they back their stories up with hard evidence or statistics? I guess their claims should be dismissed outright. Why should the nation be getting their knickers in a twist over all this alleged widespread systemic mistreatment by authorities? Sounds like bullshit to me.
Yeah, university cops totally aren't real cops, except they are. Isn't that basically what he's gotten even though he killed the man? And as far as police behaving badly and getting away with it, one need only look at Albuquerque for some good examples. Or there's that case in Pennsylvania where the state highway patrol nearly beat a mentally challenged man to death, and when he tried to tell the nurses about it at the hospital, they forced the nurses to leave and beat on him some more. Naturally nothing ever came of it.
You're probably right, and it's a moving target. The unions, the Thin Blue Line, whatever you want to call it, will frustrate any accurate picture no matter what. It's nuanced. Something the All Cops R teh Suck crowd don't get. Especially when the only example they can come up with of How to Resist Arrest involves campus police. But the number of Bad Cop stories proliferating in this forum (yeah, @oldfella1962, I'm looking at you), is enough to give a city kid like me the impression that there's a higher percentage of bad apples in smaller PDs. Cops around here don't shove plungers up suspects asses and carry out contract hits for The Mafia like they do in NYC. That said they have no problem in Columbia County dragging you back to lockup for any and all infractions if the mood hits them. In Richmond County they have a much higher violent crime rate, so they pretty much stay focused on important things. Now in my county lockup all bets are off! Everyone I know who went has nothing good to say about the idiots running that place. You have to spend a whole day tracking your impounded vehicle down because they lose track of which company took it and where it went. Dial the wrong number or get an answering machine with your "one phone call?" Tough shit! Your family will figure out what happened eventually when they start initiating a missing person's report or buy a copy of The Jail Report at the convenience store.
