No country has any obligation to do business with another. Cuba's failure is the result of a failed economic system. You can blame the United States all you want, but that doesn't make it true.

You seem to be missing the point entirely. The way it works now, Florida's budget isn't on the hook for any cost overruns nor any potential rising costs. Twelve years later Florida has a system that works while billions of dollars later California has nothing to show for it. You need an explanation for why government shouldn't allow teachers to push their social agendas in their classrooms without parent consent? Really?
