Yeah, they sold themselves as a last resort for people in desperate and very urgent situations, and we don't know how many of those desperate situations were engineered by the Think Tank themselves. But man, if they'd approached Voyager just to offer Janeway a faster way home, then casually offered Seven a place among them after she admits she's afraid of going back to the Alpha quadrant, they could have gotten exactly what they wanted.

Diacanu: There were plenty of likable characters on VOY...Seven's catsuit, Janeway's bun of steel, Kes's manic pixie haircut...the Delaney sisters. I'll be in my bunk. SYF: There are no likable characters on DIS, and the current Trek executives have touched my childhood in the no-no naughty place.
They aren't that special, it's just they managed to fool enough people to think they are. Much of Voyager episodes include various hustlers.
Q offered Janeway the easiest way back home and she turned it down. Chakotay even convinced her to take the journey even before the launched even knowing mostly what was going to happen anyway, she's not that easily breakable. Seven isn't that breakable either, she had plenty of chances to rejoin the collective and turned it down. Janeway even appealed to her humanity to get her to not lose her mind.
Q offered her a bribe when she was judging an asylum request. The Think Tank or anyone else offering her a quick way home with no obvious strings attached would be different. At the end of the fourth season Seven wanted to remain in the Delta quadrant when she thought everyone else was going back quickly aboard the Dauntless. Jason Alexander openly demanding Janeway hand over Seven like she's property likely turned Seven off of collaborating with them, but if they'd just made an effort to impress her with their operation and stroked her ego a bit she might have signed on with them willingly. (Hey, while we're getting ready to send Voyager home, can you help us with this other problem? Wow, you're so awesome! I wish you were always around to help, but I know you've got to get back to Earth... ) There's a world of difference between rejoining the collective and joining a different organization.
