Keep the source in mind: This is a guy who has repeatedly downplayed the significance of Russian interference and often sides with Trump against the "deep state" (you know, the people actually fulfilling their oaths to defend the country). Plus the NBC report wasn't based on a single source, but on multiple stories and segments in Russian state media.
Not a puppet, but I think many of her views are more aligned with the Kremlin than any other Democratic candidate, so they want to promote her in order to mainstream those positions.
Mainly her positions on Syria, as well as counterterrorism operations and military intervention in general.
