My sons are huge anime/game fans and are completely bought into the youtube universe's insistence that there's no proof of this and it's all some sort of NPC SJW me-too lie and he's being crucified when he's innocent. Their gamer sources of info are...honestly...pretty toxic but I have only marginal success trying to say anything contrary. I haven't taken a position on Vic because I don't pay close enough attention to that world to know whether there's anything to the claims.
I would assume this is basically the "rock star" mentality - wherein a certain portion of celebrities feel that the adoration of their fans is license to do shit other folks can't? (and honestly, it HAS been the case for like - forever - until the last year or two. At this point i have more contempt for those who persisted in such knowing the winds had changed than those who did so years ago)

There is this idea that anime cons are safe because ..... I don't even know. There is a much larger openness to hug and do things like glomping people. There seems to be an idea that everyone is going to act honorably and right. There are a lot of overly horny incels who have caused problems. The cons have had to ban young men walking around with signs asking for hugs and giving out their room numbers because these guys are doing it to touch young girls. I stopped con hugs with people I did not know years ago. I wander around the cons and get asked for hugs all the time from girls who were less than half my age. I have no business hugging them. I have no problem with a picture, but lots of them don't even have cameras. There is a reality that if you wanted to touch young girls at a con you put on a female costume and you will have your opportunity especially at a larger con. Vic just happens to be a fangirl obsession and it is probably like being a rock star. He should not be doing it, but in their quest to be noticed the best way is to start being what we would call slutty and exposing yourself. Things have turned around some with the community, but there is still enough floating about that it is easy to do if you wanted to. This is also assuming a con just has anime fans at it. Lots of the venues I have seen are in tourist areas and around sports stadiums which may have games going on with drunk male sports fans. You have your scantily clad teenage girls either cosplaying or just dressed scantily and then you have scumbags like @Dayton3 and his rapey football buddies roaming around drinking before and after the games. It is a combination for disaster.

"Glomping" is somewhat dated term for when fans latch onto a new obsession. Can also be used in the context of hugging strangers at cons. I thought that phrase died out with the Yaoi Paddle tbh
It is a little bit more than just a hug. It normally involves a running start and jumping onto the target. It is cute when you are young and small, but when you become an adult it can be painful or become a tackle. General con rules tend to frown upon it today, but it is not enforced unless there is a complaint. It should generally be reserved for people you know well, and not some random crossplayer who is unprepared for your enthusiasm or to catch someone.

Pretty close. However, imagine if it is a 200+ pound dog. Some anime fans are of a larger variety, and some are not fully self aware of the weight they carry when jumping on others. Yes, I did almost spend a katsucon in traction after being glomped by a Lum that was over two hundred pounds.
