I don't know how it is where you guys live, but here in the DC area they'll do a big repair/upgrade project on a road (like on I-295 right now) and once it's all done and smooth and beautiful, the next week there will be an entirely new construction crew on the same stretch digging it up to fix a sewer line or something, then leave a sloppy patch job in the middle of the new pavement. Drives me crazy. Why can't you fix that shit while the road is torn up for the upgrade? ARGH!!
They do that over there, too? I thought that was only a French thing! French streets look about like patchwork quilts. Fortunately, they (usually) manage to make the patches pretty smooth. The standard joke over here is that they ought to make streets with zippers in them, so it would be easier to open them back up.
I do know the answer to that - separate contracts started months or even years ago. We run into that a lot in the military.
Has no one in your local government ever told you? Local Water Departments get nervous. They get nervous when there is more than one car length of smooth asphalt in their work area. They just can't stand it. They'll start pacing, and complaining, until they have to go dig it up. You should see them when they go to lunch. They're all pulling their hair out until they can find a reason to break ground. It's a complex unique to all municipal water employees.
