Why in the world wouldn't he want to campaign in Tampa during the Republican convention? The Obama campaign's main advantage in this election is the childish ludicrousness of the Republican party, and passing up a chance to point that out would be political malpractice. Biden's not going to be at the convention, just well situated to mock it, as he should.
He'll be there because he's President Obama's attack dog, and the GOP Crazy-vention will be a target-rich environment.
